Sreyna Sam, BoD’s Chairperson
Country Director
Hagar International Cambodia

Sreyna Sam has 19 years of experience working with international organizations in Cambodia and nine years of teaching in Christian ministries and Bible schools. For 18 years, she dedicated her work to Hagar International in Cambodia, focusing on aftercare program services, institutional and community recovery for survivors of human trafficking, slavery, and abuse. She played a vital role in supporting program teams to ensure high-quality services for survivors. Sreyna began her journey at Hagar as a counsellor and advanced into management and senior leadership roles. Over the years, she has worked closely with government ministries and organizational partners, contributing to capacity-building efforts. Sreyna holds a Master degree in Social Work from the Royal University of Phnom Penh (RUPP). Her personal experiences with trauma from war, discrimination, and extreme poverty have profoundly shaped her perspective on life and her compassionate approach to survivor care. She is driven by the belief that love and hope are fundamental to healing and restoration. Sreyna finds joy in witnessing the transformation of broken lives as survivors rebuild their futures and pursue their dreams—just as she is doing today. Since October 2023, Sreyna has been serving as the Country Director of Hagar Cambodia.

Chamreun Yaim, BoD’s Vice-chair

First-Step Cambodia

Chamreun is a dedicated leader in Cambodia’s social sector, with over 20 years of experience in mental health, social welfare, and child welfare services for vulnerable populations. Since 2012, he has led First Step Cambodia in strengthening child protection mechanisms and providing services to children with lived experience of sexual abuse, while enhancing social service capacity for quality support. Holding a Master’s degree in Social Work from the Royal University of Phnom Penh, Chamreun also serves as a board member of Family for Every Child, a global alliance with 51 Board of Directors and Management Team members from 39 countries. He is deeply passionate about creating safer communities for children and empowering local organizations to drive meaningful change.

Romroth Chuon, BoD’s Secretary
Program Director
World Relief Cambodia

Romroth Chuon brings 10 years of experience in the financial sector alongside 10 years of dedicated work in community development with both Christian local and international NGOs. She currently serves as the Program Director at World Relief Cambodia, where she provides strategic leadership to Provincial Leaders and oversees key projects including Child Development and Protection, Economic Development for Poor Families, and Savings for Life. As an integral member of the Senior Leadership Team, Romroth plays a key role in strategic planning and the implementation of organizational initiatives.
Driven by a profound commitment to supporting children and vulnerable people, Romroth is devoted to drawing them closer to God’s Kingdom. Her vision centers on fostering unity within Cambodian communities and cultivating a shared dedication among members to serve the needs of children.
Romroth holds a Master’s degree in Finance and Banking from Western University and a Master of Arts in Social Work from the Royal University of Phnom Penh.

Gan Fong Jek, BoD’s Member
Founding Managing Partner & Chief Investment Officer Millennia Ventures and Jubilee Capital Management

Mr. Gan is a venture capitalist and social service volunteer with over 25 years of corporate experience with MNC, Temasek-owned Corporations, SMEs in cross-border strategic and start-up investments, merger & acquisition and corporate development in the Asia Pacific region. He founded Millennia Ventures Pte Ltd, a boutique M&A advisory firm and Jubilee Capital Management Pte Ltd, a MAS-licensed fund management company in Singapore in 2015, that invests in e-commerce, fintech, internet companies in the USA, China and South East Asian markets.
Mr. Gan is a Senior Accredited Director and Member of Singapore Institute of Directors, and a Fellow Chartered Accountant of Singapore. He holds dual Executive Master of Business Administration degrees from INSEAD and Tsinghua University, a Master of Business (Family Business) and Bachelor of Accountancy (Honours) from Nanyang Technological University of Singapore. He currently serves as Independent Director on three companies listed on the Singapore Stock Exchange.
Beyond work, Mr Gan has served many years in the Church Council of Renewal Christian Church (1998-2008) and on the Board of Care Corner (2008—2025) in various roles including Treasurer, Investment Committee member, Chairman of Public Engagement, Fund Raising and Partnership for Care Corner Singapore, a pioneer family service charity focused on serving the underprivileged in Singapore since 1981. He was recently invited to join as Board Director for Trustbridge Alliance Ltd, an Asian-focused Donor Advised Fund, in partnership with Asia Community Foundation in Singapore.

Dr. Nhoel Puth, BoD’s Member
Medical Doctor
Phnom Sork Referral Hospital, Banteay Meanchey, Cambodia

Dr. Puth is a General Medical Doctor with a Bachelor of Medical Science degree from International University. He has six years of experience working with a healthcare provider organization called One-2-One Cambodia, where he served as both a medical doctor and medical team leader. Additionally, he gained two years of experience training and working in the Cardiovascular Department of Preah Ketomelea Hospital, specifically in the reanimation room.

Since 2013, Dr. Puth has been volunteering as the first aid training leader for the Independent Voluntary First Aid Team (IVFAT). He is passionate about practical medical skills and committed to providing equitable healthcare and health education to underserved populations.

Currently, since 2023, Dr. Puth is the leader of the ICU and Emergency Department at Phnom Srok Referral Hospital, located in Phnom Srok district, Banteay Mean Chey province.

Sophearin Dim, RN, MSW
Founder and Executive Director
M’LUP KROURSAR Organization

Sophearin is a dedicated and experienced leader with 22 years in Cambodia’s non-governmental organization sector, specializing in medical social work, program management, and education and training. He has a proven track record of developing and implementing impactful social service programs, strengthening the capacity of social service professionals, and fostering strong partnerships with key stakeholders.
Holding an Associate Degree in Nursing and a Master’s degree in Social Work from the Royal University of Phnom Penh, Sophearin spent over two decades at Angkor Hospital for Children. During his first 10 years, he served in various nursing roles including Emergency Room and Intensive Care Unit nurse, as well as Nursing Team Leader in the In-Patient and HIV/Homecare Units. For the past 12 years, he has led the Medical Social Work Unit, overseeing psychosocial support services hospital-wide, including counseling, child protection, financial aid, treatment and care support, capacity building, partnership development, and systems strengthening.
Beyond his hospital work, Sophearin has held leadership roles in networks, working groups, steering committees, and boards of social service agencies in Siem Reap. He is also a National Trainer of Trainers (ToT) for social service workforce development and pain management, and a member of the Association of Professional Social Workers in Cambodia (APSWC).
In addition to his practical experience, Sophearin has more than 15 years of teaching and training expertise. He currently lectures at universities on key subjects related to human development, mental health, child protection, health promotion, psychology, health behavior, and Khmer culture.

Ann Lui, MAAT, AThR, SEP, BBA Hons
Art Psychotherapist
Volunteer
Ann cares deeply for children, especially for the marginalized and vulnerable, those living in poverty, affected by trauma, abuse, divorce, crisis, illnesses, and struggling with mental health and social-emotional issues. Motivated by a simple desire to impact one life at a time, Ann has devoted almost 20+ years of her professional career and personal voluntary humanitarian efforts to support children from various countries and diverse cultures to live better lives while she continuously equips herself with relevant competencies, clinical experiences and critical knowledge to attend to their needs.
Ann holds a Master of Arts (Art Therapy) from the LASALLE College of the Arts and a Bachelor of Business Administration (Hons) from NUS. She is also a registered trainer with MOE (Singapore) and a registered art therapist with ANZACATA (The Australian, New Zealand and Asian Creative Arts Therapies Association). In 2022, Ann has completed a 3-year training in Somatic Experiencing®, a body-oriented therapeutic model to heal from trauma and other stress disorders. More recently, she is undergoing an Arts-Based Supervision Skills Training to enhance her skills to supervise art therapists and counsellors.
For 16 years, Ann has been involved in training and coaching children and youths in schools and non-profit organizations in Singapore and Southeast Asia in values-based, life skills, leadership and community service programmes. She is uniquely gifted in crafting innovative and creative learning experiences to empower children and youths to make positive life-changing applications to improve themselves and the community.
In art therapy, Ann specializes in working with children (ages 3-12) affected by developmental trauma, grief & loss (death), family violence, parental divorce, those with special needs, and / or having various social-emotional issues. In addition to the use of art, Ann also uses play approaches, MNRI and Somatic Experiencing® techniques in the healing process.
